Street parking changes expected on two roadways

To assure safe travel by residents and emergency vehicles, the city is working toward restricting parking on the east side of the 500 and 600 block of East Second Street South.

Parking on two roadways in Newton is being addressed by the city due to safety concerns. The 1400 block of North Eighth Avenue Place East and the 500 and 600 blocks of East Second Street South are proposed to have parking restrictions on one side of the road to better accommodate traffic and emergency vehicles.

“These complaints are a result of vehicles being parked on both sides of streets that are too narrow to allow this parking capacity and still allow vehicles free and safe passage,” city administrator Matt Muckler said. “A primary concern is that emergency vehicles may not be able to travel through this area on emergency calls and there is a heightened risk of motor vehicle and pedestrian accidents as a result of the current parking design.”

The 1400 block of North Eighth Avenue Place East is 25 feet wide, a width not suitable to safely accommodate parking on both sides of the street. The City of Newton Traffic Safety Committee has reviewed the area and recommended restricted parking on the north side of the road.

To notify local property owners, 12 surveys describing the recommended changes were sent out. Seven surveys were returned with six property owners agreeing with the changes and one opposing the recommendation.

East Second Street South is also 25 feet side and has the same concerns as North Eighth Avenue Place East. The traffic safety committee has reviewed the area, as well, and recommended restricting parking on the east side of the 500 and 600 blocks of the road.

Ten affected neighbors were sent surveys to gather their opinion on the changes. Five surveys were returned with four in favor of the change and one opposed.

City council approved the first and second readings of an ordinance restricting parking in the 1400 block of North Eighth Avenue Place East at its two previous meetings. The first reading of an ordinance restricting the parking on East Second Street South was passed on Monday. Both ordinances must go through three readings before being adopted by the council.
